This manual is part of a tool kit which includes a shelter safety handbook, a video, and a training package. It was developed by the International Federation of Red Cross and Red Crescent Societies (IFRC) together with British Red Cross. Facilitated by the Red Cross Red Crescent volunteers and technical advisers, the manual outlines a process through which communities can build upon their own insights, skills and leadership to attain improved living conditions and safer habitats.
